Economic times virtually dictate that managers, directors of engineering, and facilities management personnel seek to find ways to reduce their operating costs without sacrificing quality service. Vendor costs are continually increasing. Department heads simply ignore the task to investigate other options and vendors because they follow the principle "if it isn't broke, then don't fix it". When department heads fail to allow other vendors to submit quotations for their service, this compromises the integrity of the basic purchasing principle to get the most bang for the buck rather than low bids or satisfaction with a particular vendor.

If the directors of engineering fail to do what is best for the facility in every endeavor, then they are failing to preform a critical portion of their job duties to continually seek and find ways to reduce operating costs.

Their annual presentation to the board of directors/owners usually requires to show proof of how each department reduced costs and showed a savings. The water treatment program is one of those ways that has been ignored but can show a substantial savings.
